Yes dear hunter1368, in fact, The first date was 30 April, but later they lengthened till 13 May. Just one day before they became Payza, so... you can imagine that Alertpay/Payza is no longer supporting any exchange site, if they not accept xchanger.org, which is one of the best exchangers... they are not accepting anyone, they changed their policies. At least is what I suppose.
But hey, not all are bad news,
now we can make deposits through credit card instantly to our ewallet of Payza.
They accept Visa, Mastercard, and I think that American Express too, but I'm not sure about the last one.
So, finally, seems that they resolved their problems with the credit cards. That's one of the reasons for all of this.
About your last question, unfortunately for you I don't know any exchanger for AP to LR, as I don't use LR.
Anyway, with the recent changes of policies in AP/Payza, I don't think that would exist any exchanger using AP anymore, at least not "official". Sorry for you friend.
